I think its more that he now realizes how he ran ship will never be forgotten. This scandal was just a tip of the iceburg and he knows if the rest gets discovered then he will not only lose office- but everything else he has surrounded himself with in his "career". And that includes any shred of dignity that he might have had somewhere in the past. Because the way the office has been ran and the way he has hampered investigations, not many people will want to be associated with him afterwards. After all, he has limited what investigators were allowed to know- so once the entire truth comes out how long till he joins those involved with the coin scam of past? That is if he doesn't do something more drastic to avoid being held responsible for what he has done while in office.
